Once you understand how adwords works, then broad matching can be useful. It often gets a bad rap, but there are times when broad match will serve you quite well. However, if you're going to use it, use campaign specific negatives as well as global negatives.
Dynamic titles work well if you're the only one using them, but keep an eye on your terms to make sure that others haven't started using them too. I've seen results where every ad has the same title. If that happens, even a second-rate title will pull better just because it's different. Know your competition. If all your competitors are using Dynamic titles, then using a static title can make your ad stand out compared to the others.
Do you start off most Campaigns with only Google being allowed? Or do you start them off with both Google & the Search Partners? You need confidence in your tracking software before you should spend a lot of money on content targeting - but for some industries, it can be quite profitable. Just be sure to track it thoroughly.
For optimal control of which ad displays where, don't forget to add negatives in AdGroups for some of your other keywords. If you bid on 'lazy red widgets', and 'red widgets cleaner', and someone searches for 'lazy red widgets cleaner', either ad could show up. By adding -lazy to 'clean red widgets', you have taken the choice away from Google and made it yourself.
